I'm on the fence about whether this could be real.

Of course, you would probably never notice this in normal circumstances, but then again, with a sufficiently low framerate, it may be possible.

Take, for examples, seeing a car wheel appear to rotate backwards, or seeing a computer screen on a video appear to flicker.

Each has to do with the fluctuation inherent in an electrical system, so it is possible.

(And, as a preemptive comment, you have never seen a wheel appear to rotate backwards except under a streetlight or through a camera. Never in broad daylight. It's a fact. Look it up)

He does explain this in the description on the youtube video, it's because of the rolling shutter on the camera; rather than exposing the whole image at the same time in each frame, it 'rolls' across the frame, so different points are exposed at slightly different times (which can lead to some odd distortions with moving things).
