To paraphrase what the reporters were saying:

The didn't see the other dog at first. They noticed it after the first dog returned to it. At first they thought that the second dog was dead, but the first was protecting it.

They imagined that the dog approaching them, then returning to the second dog was a warning not to come any closer.

The reporters expressed great emotion that these two animals survived the tsunami and were sticking together.
