Have you ever seen at like a carnival or something, they sell these toys that look a lot like those 20 year old noise makers that you spin around in your hand, except they give off a floating message?
I couldn't really find a good link for the exact thing that I am talking about, but this youtube video should give you the idea.
My guess is it is basically the same technology. There appears to be some kind of pole through the middle of the globe. There must be something spinning off of that really fast that gives the light a surface to shine on.
That is the best I have come up with. |

For the globe, a ring of LEDs that spins really fast on a vertical axis could create it. For the text that somehow layers over it... no idea.

Yeah because its not just spinning light, but some kind of clear blade or something.
And I am not sure about that text. |
