Criminy. If you're still doing hand ballots, then you should be absolute clear without a doubt for whom you want to vote. Otherwise, all confusing ballots should be rejected. |

Yeah. That's my thought. Any stray mark at all immediately makes the ballot invalid. Forget all this "are they actual votes" crap. |
